The transitional, or transformative, agreements are contracts signed between publishers and institutions with the aim to slowly proceed from a model in which publishers are paid to read their contents, to one in which they are paid to offer Open Access publishing services.
They are called transitional because they mark a transition between these two models.
Care is a subcommission of Crui, charged with the task to negotiate agreements with the publishers.
The most recent contracts offer the possibility to publish Open Access at no cost for the authors. The corresponding authors with a first affiliation to the University of Bergamo can publish Gold Open Access with APC paid by the university library services.

Important communication
For 2024, there are no more vouchers for publications on Fully Gold OA Journals.
To publish on these journals, authors can have only a 15% discount till the end of the year.
It's still possibile to have Open Access vouchers for hybrid journals.
Duration of the agreement: 2023-2027
General conditions: authors can publish Open Access in many Elsevier journals. For 2023 and 2024 there's a limit of available vouchers, based on Open Access articles poublished by the universities in the previous years. From 2025 there are no more limits.

Publication licence: CC-BY is preferred; it's possibile to use also CC-BY-NC-ND.
Publication workflow: the author is recognized to the publisher platform (EOAP)
Recovery of the past publications: it's possibile to have a reimbursement for 2023 eligible publications

Library services subscribe the Institutional Open Access Program (IOAP) with the open access publisher MDPI.
Authors are entitled to a 10% discount on APCs on MDPI journals; this discount can't be cumulated with other promotions. APCs are invoiced directly to the corresponding author.
